In view of

a) the continuing health hazard and public nuisance from pigeons under the railway bridge over Guildford Road between Fetcham and Leatherhead,

b) the continuing failure of Mole Valley District Council to conclude a satisfactory agreement with Network Rail for effective pigeon proofing, and

c) the continuing cost to council taxpayers of cleaning the pavements under the bridge,

we call on all the parties to resolve this issue forthwith, failing which we call on Surrey County Council and Mole Valley District Council to exercise their respective enforcement duties and powers against Network Rail under the Highways Act 1980 and the Environmental Protection Act 1990 and all other relevant legislation and guidance for the protection of wildlife and the public and the public's use and enjoyment of the public highway.
