What Unitary Authorities should be created in Surrey?

The Government's White Paper calls for areas such as Surrey, which have powers split between the County Council and 11 District or Borough Councils, to consolidate their powers into larger “Unitary Authorities” which combine these powers into a single Council.

The Government's guideline is that each Unitary Authority should represent a population of over 500,000 people. Mole Valley currently represents about 88,000 people. 

The Working Group is looking at whether Surrey should be split into 1, 2 or 3 Unitary Authorities and which Districts/Boroughs should be merged to form the new Councils.
